如何创建.USER.INI文件啊？

网站出现Allowed memory size of 67108864 bytes exhausted (tried to allocate 12378295 bytes)
咨询客服了，说是空间内存小了，网站系统的需要的内存大。GD=60M，我网站需要67M
客服让我去创建一个.user.ini 文件设置下缓存大小
