写信要求换ip被拒

Deluxe的，ip被网通封了，昨天写了信说明原因希望能换ip，今天收到回信了：

Unfortunately we are not able to modify the IP address of your hosting account as you are on a shared hosting account with other users. You will need to contact your internet service provider or internet authority to have the IP address unblocked. We apologize for any inconvenience.

“You will need to contact your internet service provider or internet authority to have the IP address unblocked”，在中国这不是操蛋吗！
