狗爹域名whois信息修改

我想修改狗爹域名whois信息，点击域名进入(edit)修改名称后出现以下两个选项，请问下前辈是什么意思呢？是否修改后60天之内不能再修改了？

I certify that I am either the individual named above or authorized to act on their behalf.
Select the checkbox to indicate you are either the individual named or authorized to act on their behalf.

I have read and agree to the terms and conditions below and understand the domain name cannot be transferred within the next 60 days.
