这是什么费用？？

昨天打开godaddy，发现有这么一个订单，已经自动扣款了，两个域名，收的费用是Administrative Fees 9.95
哪位知道这是什么费用吗？我其他注册时间更长的域名也从未扣过此类费用，而且还是自动扣款的，从我paypal帐号里扣的，由于paypal帐号里没有这么多钱，还从我信用卡里自动扣了一部分，请高人指点下这是什么费用？可以退款吗？

购买后把付款协议删掉就好了
或者用Gift Card付款就不会有这个问题

注册了几十个域名了，之前都注意过这些
