ssl无法开通？求英文高手帮忙看看

我是空间，域名，ssl一起买的，设置空间时，直接把ssl给绑上了。
等了大概一天之后，收到邮件：
Dear Secure Certificate Customer,

Thank you for your recent certificate request for: [ www.xxxxxx.com ]

Due to filters in our system your certificate request has been flagged for additional review. In order to proceed with your request we will need a live site to review.

Please upload a site and let us know once that site is available for us to view.

Alternately, you may provide a formal letter of the intended use of your site. Please make sure to include your name and signature on the document.

然后在那个ssl管理的地方，写的是：Awaiting Live Site or Letter of Intent

是不是因为我没往网站放内容的缘故啊，现在我该怎么办才能开通ssl呢？
求高人指点。

让你上传网页，然后写信告诉他们你的ssl用途

另外，我ssl用途写成网页代理，防G-f+w可以吗？
还是我要编造其他理由？

不要说做代理
签名作附件发过去就可以了
