• Log into your Secure Certificate Manager: https://certs.godaddy.com

• Click on the word "denied" that appears next to your website address

• Click the red stop sign on the right side

• Click on the link noting "Remove this item from the list and restore the credit."

• The screen will refresh and you will now display an available credit

• Click on the radio button next to the available credit and resubmit the application

然后出现可用的证书。
照以上的步骤重新设置吧

前面你设置过程中有个要填资料的时候，选择了美国地址吧？
不要选那个，就不要天csr了
