SSL退款时要扣掉15美元吗？

买主机和SSL不到一个月，主机先退款成功了。SSL退款没成功。
说要扣15美元，而且我买了特价域名不能退款了。

想问问别人有SSL退过款的吗？也要扣15美元吗？
