网页打不开紧急求助

我最近也申请了一个economy Linux 空间，可一直打不开，但用“preview my site”可以测试，跟那边售后艰难的沟通了多次（服务非常好，及时且很详细），最终他们认为是ISP做了限制，晕，不知道是不是真的，我用“tracert route”测试了，结果如下：
