(  webhostingpad has such a bad problem that its php do not support Chinese!(IP:69.65.33.126)
  a php web page can not display Chinese! webhostingpad was not so bad several years ago, for four years the server (IP:69.65.33.126) is OK with Chinese )

why display different for same contents?
www.***china.com/test.htm
and
www.***china.com/test.php
include same web page contents while they display/show different,
the first(test.htm) displays Chinese words right
and
the second one test.php cannot display Chinese words (only display some strange characters),
if downloading their source files, also same.

Hello,

Is the PHP script suppose to work in the same way .htm works. I see no content difference between these files.

Did you show this behavior to a developer first?.

could you tell this problem to a Chinese related support at webhostingpad,
webhostingpad has the web page cn.webhostingpad.com for serving Chinese people,
they can solve such a Chinese word problem
because this problem is a general problem for Chinese pages in php file
