退款成功18天还没有收到退款

退款成功18天了，但是目前仍然没有收到退款！难道申请退款没有成功吗?
这个是2月22日的申请退款的回信，大家帮我看看是不是成功了，为什么我还没有收到退款！

Please allow up to 7 business days for the refund to be completed by your bank or credit card company, and applied to the credit/debit card that was used for the original transaction.
