关于ssl的问题，麻烦看看帮忙下，谢

我今天开启了一个ssl，发现中国电信独立ip服务正常使用，
现在想给godaddy联系：

我是中国用户，我这边无法访问，独立ip
希望他们更换一个ip，要么申请退款！
想确定下不知道可以不可以给处理下！看是换一个中国可以访问的ip还是退款！


最后是换ip，因为购买ssl的时候，我一同买了个域名！是域名转移 购买

麻烦帮翻译写个邮件他们，希望他们看的懂我的意思！感谢！

        I am a Chinese customers,and I can't visit my dedicated IP,therefore,I hope you can help me to change a new IP or give me a refund.The reason why I bought SSL is that I want to have a dedicated IP original,But I can't visit it now.In addition,I transfered a domain name which enjoy 1.99 dollars buy services when I bought a SSL.If I have a refund,then how to deal with the cost of domain name transfer.Please reply me as soon as possible,thanks a lot!

PS:另外SSL应该是可以退款的，这里就不再翻译了。

我后来补充编辑的意思是：

我当时购买ssl的时候，同时增加了一个域名（这个域名转入）付款，享受了域名1.99购买服务，
本来只想买一个可以访问的独立ip，没有想到出现了无法访问！
如果退款，我担心，那个域名是转入付费，怎么处理，
再说ssl启用了，听说就不能申请退款

不能退款，那ip我有没有，电信无法访问，矛盾啊
所有希望他们可以更换一个中国可以访问的独立ip，

I understand your issue is with reaching the dedicated IP address on the hosting account. In reviewing the details of the traceroute on the account it shows that your connection reaches our network with out an issue. Please supply a screenshot of the error you receive when visiting the IP address in question.

是的，他们没有发现任何问题，如果网站访问出现什么问题可以截图发送给他们，由于使用的贡献主机因此所用的资源会受到其它用户影响的，他们推荐你使用虚拟服务器。你可以将域名贴出来看看，不知道是不是你局部网络问题！

共享IP的速度还可以，不过独立IP的ping值这里比较高，丢包50%
