关于独立IP申请中莫明其妙的回信

在我提交独立IP申请3天后，他们给我回了一封信，原文如下：
I am sorry for the delays.

I have requested that a dedicated ip address be enabled for your account. There will be a pro rated charge of $70.32 due for the 725 days remaining in your current billing cycle. You should receive a failed payment email with a link to follow to make the payment using your Stratocash method.

It will be due again on 2010-06-26 at the full price of $70.80.

Please note that it may take a few days for a dedicated IP to become available and enabled for your account.

我已经注明要他们发包含购买链接的邮件给他们了，为什么会收到这样的信？我都没有购买链接，怎么可能付款成功呢？有点糊涂了。
这种问题，你们谁遇到过？

他的意思就是先帮你把IP加上了，账单已经生成，等你去付款呢。
登录账户，看billing 是不是有账单出来了，呵呵
