服务器买独立IP受阻，是不是不准买了？

我是GD的独立服务器，想增加IP，可是就是不给加入到服务器控制面板中，信用卡钱也扣了。
我写了N封信，他们回复的基本都是那几句话。
看来以后独立主机想要增加IP是要费事了。

他们回信：
You will need to apply SSL's to 2 of the 3 IP addresses you currently have in order to qualify for additional IP addresses. IP addresses may be shared among many domains.

Please note, simply wanting a unique IP address to host domain names is not an ARIN approved justification for additional IP addresses. This is because virtually an unlimited number of domains can be hosted on 1 IP address with no practical disadvantages.

In order to issue additional IP addresses, please provide us with the justification that illustrates the necessity for these domains to have their own IP address, such as 'the domain uses an IP address'.

Examples
1) 208.x.x.x - Used for domain1.com -- [business justification]
2) 208.x.x.x - Used for domain2.com -- [business justification]
3) 208.x.x.x - Used for domain3.com -- [business justification]

看上去我的独立IP是买不到了。他们好像对独立服务器不准再另外购买IP了。
看来只有买SSL了。
