Hello,
Please note that the server main IP address "173.*.*.*" is responding to ping requests fine from most parts of the world. Please refer to the link given below.

Is "218.75.*.*" the IP address of your local machine? I could see huge packet losses from all over the world on checking the results of ping requests to this IP address. Please try disabling firewall and try reconnecting to the server.
Also, from the traceroute results, I could see that there is packet loss at "67.14.4.222". Please note that this is not a SoftLayer IP address. The traceroute results from my end are fine. Hence, the issue isn't with SoftLayer network. In case the issue persists, even after disabling the firewall, you will need to contact your ISP to resolve the problem.
