我可不可以要求GD客服给免费更换一下共享IP？ 用英语应该怎么说？

最近这几天让GD把我折腾惨了。
刚刚解决了403错误，没好了2天又有新的状况。
现在的问题是 无法打开网站 www.qiyuan.jp 也不提示错误。
从国内PING的话 有掉包情况但是能PING通，但是一从网页打开网址就显示请求超时。过1分钟左右，又可以PING通，但就是打不开网站。

从日本浏览网站,PING域名也是一样，求解。

GD客服回复为：

Thank you for contacting Online Support. I understand you have an issue with your sites still not coming up. I show from the traceroute that you can resolve to the site without any issue. The site qiyuan.jp is coming up and pointed to the correct ip address. You can not resolve to the ip address as this is a shared ip address you would need a dedicated ip address. Which has expired
With shared hosting, many websites use the same IP address. You might require your own IP address if you want to access your website by both the IP address and the domain name. This is especially useful during periods of domain name propagation when you can't access your site by using the domain name.

Additionally, some search engine optimization experts speculate that dedicated IP addresses might improve search engine rankings.

Don't purchase a dedicated IP address if you are installing an SSL certificate. We automatically issue a dedicated IP address when an SSL certificate is installed on our shared hosting servers.

NOTE: Dedicated IP addresses are not available on free hosting accounts.

To Add a Dedicated IP to Your Shared Hosting Account:

Click Web Hosting.

Click Options, and then click Customize tab.

From the Server IP menu, select Dedicated.

If you already purchased a dedicated IP address credit, click Apply Dedicated IP Credit.

If you need a dedicated IP address credit, click Checkout, and then complete your purchase.

NOTE: Dedicated IPs may take 24-72 hours to become active on your hosting account.

To remove a dedicated IP address use the above steps, but select Remove Dedicated IP from the Server IP menu.

IP地址ping不通，很可能是被封了，被封了的话就打不开的
