I've got your remind and I clearly know where the problems are,
So I have proposed some methods to solve the problems.

Limit to browse for the amount of visitors.
Limit to process the admincp.php page.
I'm thinking that I will transfer my 33% programmes to the other hosting.

I guarantee these methods should be reduce the resources what I occupied.
Also, I wonder if perhaps you could restore my account.
