小弟变更了 name 中的安全设置(改为登录成功也要发email给我)后.

有以下讯息:

By adjusting these settings you may lock you or others authorized by you out of your account. Using the account security settings is a free service. However, if you adjust these settings and you are locked out of your account, we will charge a security clearance fee of $25.00 to clear the lock.

All email notifications are sent to the default account administrative and registrant contact email addresses.

是说要跟我收25美金吗?

不收费。
使用安全设置是免费的。
但是如果你用了安全设置后你却因为一些原因使得自己无法登陆你自己的账号的话，就要收费25美元了。
举个例子，比如使用安全设置，我设定只能一个IP登陆这个账号，但是由于意外，这个IP被cn取消了，那么我就没法登陆自己的账号了，没办法，我只有联系name的客服，那么客服在查证你是这个号的主人后，会帮你清零，这样你就能重新登陆自己的账号，但是这个要收取25美元的劳务费的。

我的是只要密码输入错误就发邮件一次，我自己有时也输入错误的，但是不能超过10次，超过10次就认为危险而禁止访问。里面有说明，我好像使用的是默认设置。
