Dear Sir/Madam,
In shared hosting environments, there can be times when the load spikes and causes a site to load slower than normal, this is something that cannot be entirely avoided using shared hosting. We also do not control the actual speed of your Internet connection. For that you will need to contact your Internet Service Provider.
If you want to be on a US sever, you would need to cancel your existing hosting account, purchase a US one, set it up and upload your files again.
Canceling your hosting account will delete all of your website files that you have stored on our servers. Be sure that you have copies of any files you want to keep before you cancel your account.
To Cancel Your Hosting Account:
Log in to your Account Manager.
From the Products section, click Web Hosting.
Next to the hosting account you want to use, click Launch.
Go to the Edit Account Details tab, and then click Cancel this account.
Click Cancel Account.
NOTE: It can take up to 24 hours for the domain name to be available for use again after you cancel your hosting account.

After you purchase a hosting plan, you need to log in to your Account Manager to finish setting up your account.

To Set up Your Hosting Account
Log in to your Account Manager.
From the Products section, click Web Hosting.
Next to the hosting account you want to use, click Launch.
The End User License Agreement displays. Read the agreement, select the checkbox acknowledging that you have read and agree to it, and click Next.
Enter a new user name and password for your hosting account, and confirm your password.
NOTE: This is the User ID and password that you use to connect to your hosting account with an FTP client. This is also the data you need to access your free Web Statistics.
Click Next.
If the domain name is in your account, click Select from existing and select it from the drop-down list.
If the domain name is in another account or registered elsewhere, click Enter a domain and enter the domain in the field.
Click Next.
NOTE: If a "We cannot locate this domain name's DNS record" message displays, you may need to change the domain's nameservers to point to the hosting account. For more information, see Setting Nameservers for Your Domains. Click Next to proceed.
If you have an available Standard Single Domain SSL certificate you would like to apply to this account, select the certificate, read and agree to the Subscriber Agreement, and click Next.
NOTE: Only Standard Single Domain SSL certificates are redeemable through the Hosting Control Center. If you do not have an available Standard Single Domain SSL certificate or other add-on, this screen is not displayed.
Select which version of PHP you want to use and click Next.
Ensure all settings are correct. If you need to update any information, use the Previous button, and then return to this screen.
Click Submit.
A Congratulations message displays letting you know that your hosting account should be ready to use shortly. While this process generally completes within 30 minutes, it can take up to 24 hours. Once your hosting account is ready to use, we send you an email message containing all of your basic account-management information. At this time, you can upload files to your website.

As for the canceled hosting account, we can either refund you the remaining time on it or credit move it over to the new one. Once you complete the above, reply back with the option you would like to go with.
