After reading all your tickets I could see there is no network issue between the server and your local machine because you are able to ping from your end to the server and can connect to the FTP server.

While accessing the site via Internet explorer I got some warning message which is coming from Internet Explorer Enhanced Security Configuration and adding the URL to the list of safe sites will solve this issue.  

I am attaching the snapshot below for your reference. Since the languages are not installed in our end it is not showing the languages. Please verify it from your end and let us know if you need any further assistance.
