I tracert some routes, and find that through the AboveNet line always inaccessible.

   Abovenet and our peer in China have recently come to a new peering aggreement（备注：原来是agrement，看来是人工回复）. We hope to have the circuit upgraded shortly (no ETR is available at this time). Abovenet is currently awaiting our peer to upgrade their end of the circuit.

大概意思应该就是：AboveNet和在中国的同行达成了新的对等协议。AboveNet希望短期内电路有升级，而在此期间无可用的应急传输中继。AboveNet正在等待同行升级电路。

Google+百度，得出上面大概的意思，看来真是线路故障。
